Patrick Flynn, CPCM
Patrick has 25 years of experience in financial and contract/subcontract management, program control/analysis, program management, and database development/management. Prior to joining Pinnacle, Patrick has supported ARINC Engineering Services, ATK Space Systems, and Quality Software Services, Inc. in Senior Contract Management roles managing over $100 million in government and commercial contracts on each occasion. His background includes extensive contract management, financial, conflict of interest, compliance and cost/budget tracking experience, and diverse contracting knowledge including Indefinite Delivery Indefinite Quantity Contracts (IDIQ), Government Wide Acquisition Contracts (GWAC), Cost Plus Fixed Fee, Cost Plus Award Fee, Time & Materials, and Firm Fixed Price contracts. He also has extensive Program Analysis experience, which includes schedule management/logistics, cost estimating/tracking, coordination and database management. Patrick has supported various agencies including NASA, NOAA, Army, Navy, Air Force, FAA, Coast Guard, JPL, NIH, CMS, HUD, DHS, Department of Education and GSA. Patrick has a MS in Management with a Finance Concentration from University College, University of Maryland as well as a Bachelor of Science in Business Administration and History from Roanoke College. Patrick is a Certified Professional Contracts Manager (CPCM) from the National Contracts Management Association (NCMA). In Patrick’s free time he enjoys a multitude of family activities and playing soccer.
